I suspect the issue will be how to properly value the Replacement Cost (rebuilding cost).   

You could get an idea of a rough cost of capital from a broker, but until you have an actual plan in hand (one for rehab, including scope of work, cost, etc, and one for teardown and rebuild, also including the above) you will not be able to get an actual answer if they will lend on it or rates/terms.

As long as they do, it doesn't really matter if its a rehab vs a rebuild. 

We are looking into buying a burned lot in the North Bay and wondering what costs are associated with rebuilding other than labor and material construction costs, for example: permits, utilities connections, etc. 

Short of rebuilding the unit, it is not feasible to remove all these Heath items.  

This may seem high compared to other posts here, but it would cost me about $250k to rebuild the same one today.

Unless you’re tearing your building down and rebuilding, you might have them move, if there is a place to move over to.
