Greene is using "loan partner" and "equity partner" congruently, I would actually assume he is meaning the same thing' he finds private money, who wants to provide him the "soft costs" of getting a loan, and exchange he provides them some form of compensation. 

-Check the main drain pipes and if they’re old cast iron check for soft spots or rust.

You can do an actual dev fee, so they get 2-4.5% of all managed costs, that's typically hard costs and direct soft costs (think AE, Legal, Marketing, Permits, but not contingency, loan/financing costs, etc).
