Them not cleaning during their time living there is something to talk about before they move in and while they're living there.It's much easier to require a monthly cleaning fee from each roommate as a required add-on to their rent before they move in.

We had a builder who "forgot" closings, rescheduled 4 times and expected to just add on escrow funds to make it work.
