If you look at VRBO/Airbnb you'll see a strong concentration of where Vacation rentals are so that's where I'd be looking, because residential areas that don't have other people doing it most likely have some form of restrictions.

There's a ton of new construction happening throughout the valley with concentrations in the northwest, southwest, and south central parts of town.  

Tax liens can be highly competitive so you may want to steer clear of the bigger cities and concentrate on the burb counties.

If you want to scale and obtain time and location freedom, you should concentrate on larger assets with efficient management and professional on-site workers.

More concentrated cities are higher. just varies as you say.
