In the border cities (near WI and IN), population is declining as they migrate across the other states with lower property taxes.I agree with you: Chicago is NOT favorable for buy-and-hold...for CASHFLOW.

@Sue Kelly, we are right on the Oregon/California border, in Oregon. 

This isn't to say Inglewood is crime free, hell my car was stolen a month ago, there have been some residential break ins, and gangs exist, but that's true for all of Los Angeles, especially middle to upper class areas bordered by crime and gang plagued areas.  

They are crunching numbers, and numbers know no borders :)  There is very little to know that is different from state to state.

Detroit has properties worth 250K + (Indian Woods / Palmer Woods / Downtown) and Detroit has properties worth less then 10K and if you do not know where these borders are because you do not live or have not spent a significant amount of time in Detroit you are guaranteeing yourself a hardship.
