We prepare a move-in gift package that includes cleaning supplies (degreaser, carpet spot cleaner, vinegar, baking soda, magic eraser, disinfectant wipes), cutting board, plunger, hand soap, dish soap, paper towels, and toilet paper, presented in a cleaning bucket and reusable shopping bag. ($30) At move-in we also loan the tenant the use of drop cloth runners (to protect the flooring on move-in day), furniture moving blankets, furniture sliders, furniture lifting straps, a step stool, and a picture hanging tool kit (with small hammer and picture hooks).

For cat odors, search for threads on cleaning cat urine/spray on here as you will need much more than standard cleaning -- we had to remove carpet, pad, trim, cleaned slab multiple times with vinegar, replaced sections of subfloor upstairs, Kilz on walls after cleaning with both vinegar and TSP.

I once pours undiluted white vinegar on one such and the surface bubbled like acid, but it removed it and after some additional cleaning it was back to new.

If the levels legally require remediation you will pay for the testing and if they do not the bill will go to the tenant.You can also take the alternate approach of going into the attic with bleach or a solution of distilled vinegar and scrubbing the area that the tenant reported had mold.

It is a legitimate allergy, but you may be able to have the carpet cleaned using white vinegar in the shampooer or another additive that will neutralize the cat saliva and dander.
