Yes you can stagger it to avoid "sticker shock" but you can justify the rent increase by improving the apartment (new paint, new flooring, new appliances, landscaping, etc).

Save for reserves, if you have determined a market you want to invest in but don't have enough money yet don't go to a different one just because it has a lower sticker price. 

After that, the standards of manufactured homes increased and each one has a HUD sticker installed in the home as identification.

My suspicion is that people do not accurately do the math on cost of renting a unit with utilities included vs not included and the higher sticker price would be a disadvantage in an area where utilities are not usually included.That's just my line of thought.
