I agree with @Jonathan Greene that the question is vague, so my advice will have to be as well.The short answer: MTRs are real estate, so just like all real estate, any place that can long-term-rent cash flow with increasing jobs/population can be a suitable site to purchase. 

Despite being nearly 60,000 SF of land, strict adherence to the zoning code would only allow 7 homes because the parcels lacked street frontage despite being very deep.

It is a lofty goal with no easy path to accomplishment, but what you describe seems unlikely to accomplish the goal.Note most people on this site are RE investors.  

BP being 90% landlord business thats what most folks on this site are trying to scale.

I used a LOC to build a 12 site RV park in a small town, opened it up and 1.5 mnths later, I'm full occupancy and servicing the debt (some of it at 8.75%) & cash flowing.

I have been accessing the results with no problem in the past, but something has changed on the site.  

I can check the Register of Deeds site, type up a deed, and purchase a house in 2 hours.

Even with my former partner (who was our 'PM / GC' on site for our projects), it was sometimes tough navigating the process, managing budgets and costs, and keeping everyone in line, including him. 

I have seen many investors lose money due to purchasing site unseen.
