There are two oil tanks in the building, each heating two of the apartments.

Inspector said the front yard had signs of an oil tank, to get a sweep done.

From my experiences oil and energy is a pretty low fraction.  

Don't fall for any no money down snake oil sales pitches.

My husband and I both work in the oil industry and are trying to get out.

Remember, with pet odors replace what you can, but oil-based Kilz is your friend.

I'll paint oil-based Kilz on any exposed char or smoke damage post demo, add new HVAC and plumbing, do a complete rewire, install 3.5 new baths (only 1.5 are new; others will be re-dos) and a new kitchen. 

.--- Sidenote: we transitioned from hiring of LVP/vinyl/ceramic/hardwood to handling in-house which has shaved our costs substantially from the above budget averages.
