You would arguably be better off buying a CD at a slightly lower yield with almost no risk, time, or stress requirements. 

I also require additional security deposit and sometimes a guarantor if they were approved in this manner.I also agree that this situation sounds like a pattern not a one-time mistake or short term tough situation that caused this.  

May require some patience, but trust me, this stuff is not easy for some people to follow... 

I did do a precursory investigation into what requirements are and it looks like there might be some zoning restrictions, as well as permits required.

If you ask the manager to justify a fee and he starts hemming and hawing, move on or require them to remove the fee.

First off, the cash-out refinance requirements have gotten tighter w/ the "seasoning" period.

Mainly the panel is in the basement and it would require a ton of work and paying for labor hours + repairs. 

Also your permitting process, type or land, grade of land, if underpinning is required will all play a factor into your cost.

What you need to do is figure out what the set backs are that are required, and see what you can do.
