While I am familiar with the ADA response to this topic -essentially all favorable to a tenant, but it appears there is an abuse of the definition as they are all employed, functional individuals who leave the assistive pet at home all day.

Get several emergency contacts and have her sign a form naming a person who can come get her belongings "in the event of unanticipated prolonged absence"  (death or incarceration!

While it doesn't allow for full tax deferral, it basically prompts you to pay taxes on the amount received each year.So essentially it prolongs your tax payments over the lifetime of installments you receive. 

A bus leaves every 7 minutes downtown using express lanes from the northgate park and ride.
