The building would be for a general physician's office, so the only thing that I would really need is some parking spaces for staff and patients.

The learning process is long and arduous, not unlike becoming a physician.

While this is not my area of expertise if your mother is a resident of unit, denied access to transport and had long term disability: document events and dates, take statement from transport co and driver if possible, contact ADA, talk to your mothers case specialist or physician.
