I've personally communicated with the inspectors, and they are aware of how the tenant is trying to manipulate the situation.

-Your FHA inspector is going to have to walk into all available spaces in the property and your loan will not be approved if there is an additional living space (non conforming unit) on the property.

I would suspect that is not going to provide any coverage if someone, not a AirBnB renter, is injured in the unit (contractor, inspector, condo personel, etc.). 

There was a pre-move in inspection, the city inspector found no problems and it was specifically stated it was as-is in the lease. 

Your due diligence is when you hire an inspector, when you review the estoppels, etc.

That inspector retired in 2018, and it is a whole new world now.

This is a good idea and should be done during due diligence after you have the property under contract.There are some contractors that just work with investors and efficiently get the work done on fixer-uppers or flips in a timely and cost effective way.They may charge you for the estimate which is credited to any work you have done.A general contractor is not a replacement for a quality home inspector and the home inspector may find additional work that needs to be done so good to have them there on the same day if possible.Both results and estimates are useful in retrading or renegotiating after the due diligence.To your success!
