In my experience, Section 8 tenants are low-quality.

It's not cheap, but I'm pretty impressed by the quality of resources and coaching they offer.

Review the quality of the tenant base (do they have a history of paying on time, what were the original screening criteria, do they have applications on file).

But as you said, it takes a quality renovation team, quality property management, and quality business partners.
