If a property was sold at auction 2012, then again in 2016, and the tax cert is still held by the state, would that be eligible for a counter offer?

Combined with the price I paid through the auction, they are much higher than market valueproperty 1: paid 100k, owe 170k.

They only allow basically 1 business day for payment at the PBC foreclosure auctions.
