I see that you are local to me, and I can assure that all government office do not check the more accurate resources for ownership information (Clerk of courts or Comptroller) which means you could be missing some important info.

is your only reasonable assurance that the credit repair folks aren't just trying to squeeze the person for as many months of monthly subscription payments as possible (which should be your default assumption about any credit repair person or people).

Hi Tim,I think the opportunity lays on his pain point "has not had good experiences with tenants" maybe if you offer security an assurance in this area he will go for it.It think this would work on me and more so if it was written on paper.
