Most people who rent a unit with all hardwood floors bring their own area rugs anyway, which should deaden most of the most obnoxious pounding. 

They can weigh 50 pounds and sound like an elephant to me.Funny story - the building I last managed had 10 foot ceilings and was an old very solidly built building with carpets. 

This is standard practice.He is obviously a undesirable tenant having paid late 3 times but the reality is he pays late because you have not trained him otherwise.

Once the property is off their hands and into mine, I act swiftly to get everything in line and either save the tenancies or encourage undesirable tenants to move.

It only takes half a pound of steam pressure to move the steam through the piping and to the radiators at speeds up to 60 mph.

Make sure you are covered and don't be pennywise but pound foolish just to save a few bucks.
