In my state the commission is given final interpretation and latitude with the statutes in issuing a ruling on an issue.If you don't like the ruling you can do an appeal.

I doubt there have been changes to the rules although Perhaps there has been some kind of court interpretation of the rules RE Facebook.

Positive thinking as a paradigm provides an adjustment of that filter to produce a more "nourishing", less "toxic" interpretation of what we hear, see, read, etc., an interpretation which supports us better and helps us to grow and develop as entrepreneurs and business people.

This was done intentionally to differentiate this Final Rule from those statutes so that the interpretation of this Final Rule is not based on the interpretation of those statutes.
