The area is expanding, new hospitals, new indoor water parks, reasonable good shoping (100 Outlet Stores); most developments have recreational facilities that families find attractive. 

Replace rotted door trim around back exterior door, install a flashing on top of the back patio roof (seal the gap between the side of the house and the patio roof), level large stones in the back patio that have shifted over time, replace a couple pieces of broken vinyl siding, add transition pieces between vinyl floor and tile floor (2 transitions), fix a couple outlets that aren't working, replace cabinets, countertops, and add tile backsplash in the kitchen.This is obviously more than a couple days' work, but I'm capable of doing most of this myself, I'm just looking for some help to speed up the process so I can get it on the market faster. 

The report came back terrible , the inspector quoted 40 things not compliant to code , insulation , windows , outlet height , etc .

Even if the circuit does run to one or two outlets in addition to the lighting, you're OK as long as the tenant doesn't connect a max-usage, long-service appliance to the circuit, most commonly a space heater.Put the first electrician in charge.

The land is considered to be in the country but it will be 20 min from the new outlet mall they are building.

It's probably that you'll need everything from the (probably undersized) drop from the street to every single outlet replaced.It sounds like a multi-family, given that you said fuse boxes (plural). 

If you wanted so much as an outlet you would need to permit it and classify it as an ADU.
