Always use a pro, and always ask for their opinion on cause when they invoice.  

If you hire the tenant to do something, ask them to send you some sort of invoice (even if just an informal email saying what they did).

One other tip I'd add is require a photo from vendor showing repair was completed along with the invoice and ask the PM to confirm repair was done satisfactorily with the tenant.

If I was not replacing the item with the same item, I would not charge the tenant, since there will not be an invoice to substantiate the charge.  

However, if you have a separate contract for the storage unit rental and it's not on the premises of the residential rental unit, then it may fall under storage unit rental laws.It's paramount that you invoice in a timely manner whenever a tenant owes you for something.
