The reason the AP policy has been in effect is that the CA constitution provides for same as defined during initial legislative formation in 1853 and subsequent assemblies whereby policy was to keep lands productive and reduce fallow fields as well as a means to address abuses by homesteaders and early Californios (an old term) who did not utilize their lands and prevent neighboring rancheros from paying their taxes and putting their fields and range lands to active.It doesn't matter whether you agree or disagree with the policy; it's the law.

While I agree with@Richard C.that the assisted living facilities are highly regulated and complex (I handled some of these claims when I was in claims, and have a friend in Los Angeles who is a caseworker for adult facilities), and the insurance for an assisted living, or any home health care type of facility is expensive, because you not only have the common General Liability issues, but you also have the Physical/Sexual Abuse liability issues...and other insurance issues too.However, from a strictly property perspective, you can be the owner of the facility and simply provide the property for the facility, and those who operate it would be responsible for the insurance required to run their business from the property you own.

You could manage multiple listing at a time as a residential listing broker/agent but usually only one set of buyers can be shown on a weekend to buy a house unless you have a bus tour or something similar.

It also gives you a breather delay should they request anything, you can simply let them know you will check with the owner and get back to them.2 - I have found in several jurisdictions that the courts will often side with the tenant over the landlord whenever possible (though this has improved in recent years die to excessive abuse by tenants), Many times it is difficult to collect late fees and security for damages even when the  lease violation or default is proven.
