I interpret the above to mean that late charges will be assessed on the 5th day of the month, or in other words, the tenant has until 11:59 p.m. on the 4th day of the month (3 days after due date) to pay without extra charges.

Many doctors will argue that sustaining the body after brain-death IS playing God, and that by just turning off the machines, they are not violating the Oath at all.Again, I can see both sides, but certainly that is one reasonable interpretation.

If this is a gray area and you repeating the same practice (Contract assignment) which could be interpreted in the spirit of the law as brokering, they may keep fining you.

A common interpretation I have seen municipalities take contradicts what Senator Wienkowski implied.A common interpretation that municipalities have applied is that once the house is over 15 years old with an ADU, the house is rent controlled.
