So if we are going to have rules (other than caveat emptor) than it is important that everyone follow them.I don't fill out credit card applications from finance companies I have never heard of that spam my email inbox.

Yes, there are laws against spamming and robo calling, etc., however; if someone is a neighbor or lives in your community, and you see their property is vacant, it's still legal to contact them.
