20 townhomes sounds like it would be sales, but I don't like to assume.

It sounds like a big misunderstanding and I guess the learning lesson is for you to always to get an invoice from anyone doing work.  

. :)IN SUM: Based on what you've shared, it sounds like you won't need to rezone if you just want to build a duplex.

If I were the neighbor, it sounds like I'd be the only one bringing money to the table so you could get something you want.

Ask an attorney for the cost breakdown, factor in holding costs, assume they'll do more damage on the way out and then ask for a bit more for the headache.But again, especially with no experience with evictions and it sounding like a mess, I would be very tempted to just walk if the tenant is not going to cooperate.
