now if he didnt have the MHIC you can report him to the MHIC , but you wont get money from them , they may prosecute him if there is enough evidence .As far as getting the plumbing and electrical to pass inspection , you may need an engineer , or a plumber and electrician to pull a permit , fix whats wrong and get a final .

(Although he didn't actually suggest putting up fake video cameras, just asked if you were considering doing so.)The mere presence of video cameras does reduce incidents, but successfully using the video to prosecute or even just warn an offender will have greater effect.

The issue comes in the foreclosure process were each beneficiary needs to sign the documents to allow the trustee to prosecute the foreclosure.. if you have a hold out it can lead to a stand still.. ( never good).
