Added recessed lights, painted all the honey oak woodwork, vanities, and cabinets a lovely espresso (in at the time), neutral paint throughout, and new flooring (carpet, travertine, hardwood).

My gut feeling is that since the bank has already appraised it higher then even what the city assessed it as, your going to have a difficult time finding a neutral party evaluating it and giving you the lower appraisal that your looking for.
