Smaller properties in well located areas usually have a slight negative or neutral cash flow.  

Neutral or beige color for walls.

Added recessed lights, painted all the honey oak woodwork, vanities, and cabinets a lovely espresso (in at the time), neutral paint throughout, and new flooring (carpet, travertine, hardwood).

You have to wait longer to be stabilized and if cycle shift happens you can go from making good money to neutral or a loss.

Pick a neutral color brown in a matte finish. 

However, going neutral is the best way to go on an investment property.

My gut feeling is that since the bank has already appraised it higher then even what the city assessed it as, your going to have a difficult time finding a neutral party evaluating it and giving you the lower appraisal that your looking for. 

For paint, we always use neutral colors and we tend to choose higher quality options - especially for the exterior.
