I always introduce myself to the neighbors, let them know how to get in touch with me if there are ever problems with my tenants.  

And as you know when more money gets introduced into an economy, the prices of goods go up.

If there have been a few months of late payments though, that definitely warrants having a deeper conversation with the current owner.If the owner doesn't know much about the cause of their tenant's late payment situation, go directly to the source and have a friendly conversation with the tenant and introduce yourself.
