After reading the SF Rent Board rules, I know I'm not allowed to deny her of a roommate on the basis of creditworthiness, and I can only ask for a background check, and if I do deny, the tenant will request to the board on rent reduction possibly.

I mean I would honestly not rent a unit out until I found a credit worthy renter with previous rental experience... and I know the old landlord could be BS'ing me just to get of the renter from their property lol...It sounds like your saying the all cash approach is not a bad idea, which is what I was thinking too...
