In Chicago, many times on the MLS there is a garden or attic apartment listed as a 3rd unit on the listing, but when the zoning certificate comes back from the city, it will only specify two units.

As far as I know, you will have to allow the city to inspect any unit you plan on renting once every 3 years or with any change in occupancy to obtain a certificate of habitability, as described here: https://ecode360.com/4243371This registration requirement is indeed new.

Legally you can't ask for proof of certification - When it is not obvious what service an animal provides, only limited inquiries are allowed.

You also can't pass over a family applicant because you don't have a lead certificate because that violates the anti-discrimination laws.

And if you want to save even more you can search for used online (ebay, craigslist etc) I use Alert One (you can google them, they are on Rising Sun ave.) for annual certification in my buildings but use my electrician to update, install or replace the alarms.
