What are the necessary steps for documenting and addressing the tenant's behavior and lease violations?

I expect you'll get great feedback on this post. i'll address one metric that we use to use but we have thrown it out. 

Of course making money is on that list, but more importantly, address the other goals which are just as important.

Cannot comment as never done business with this person but if someone needs to change their number and email addresses, there are typically reasons why. 

Attorney for HOA said it was pretty easy to find the HOA address and the county should have done more to hunt them down. 

I would think that a notice with the addresses and legals of the two properties, including index numbers and such, attaching a certified copy of the name change order to each notice, should be sufficient if recorded against each property.
