Before I would look any further I would have a feasibility study done by a MAI. http://www.appraisalinstitute.org/That study might cost $10,000 or more... but you will at least know if a MHP is the highest and best use for the land.

Your best bet is to contact an MAI appraiser in your area and ask for a feasibility study as to the highest and best use.It's not always up to you from a market aspect, unless you build it. 

I do flips and own rental units in Fall River, MA myself.All that aside, I know MA is close to home for you and I don't know how long you have been in or how much traveling you have done but if you are young then let the military take you as far away from home as you can get.
