Hi Steve,I do not know how you are interpreting that from " No legal Advice ".What it means is that I do not give legal advice on this site.Anything legal in nature it is important for posters to seek the appropriate legal professionals relative to their situation for counsel.This site is nothing more than a sounding board for general information and nothing in this site is guaranteed for it's content or response.   

Intent is typically the deciding factor but its interpreted in different ways. 

And any efforts to be nice and accommodating were interpreted as being "weak".

Caveat: TDSML interpretation is subject to final HUD ruling/interpretation which they expect HUD to publish sometime this Fall.

I’m no attorney (so my questions shouldn’t be interpreted rhetorically as legal advice) and I know you aren’t either, but I’m interested to hear your personal perspective on these topics.

However,  I employ he or she to interpret that law and barring a substantial disagreement,  will follow whatever legal advice we receive.

Unfortunately, the definition for A,B,C,D classifications are somewhat elastic and always subject to interpretation.
