Topography & ECA: Is the lot steep, lots of trees, a river, wetlands, or other environmentally critical areas that will either increase the cost of development or make development impossible?

Money drives everything and it is now the driving force behind this whole environmental mess. 

As a land broker, I've noticed many times that people buy "cheap" properties at tax sale, but later it turns out that the previous owner who defaulted on the taxes didn't necessarily lose it because they didn't have money/couldn't afford the tax bill, but rather because they realized the property doesn't have legal access, doesn't have good zoning, has environmental or topographical challenges, etc, so instead of having an lifetime of useless tax payments, they default and let it go to tax sale. 

This could become a major environmental issue for you.

This is much of the reason why Lake Erie sees bigger and bigger algae blooms every year (due in part to farm runoff from NW Ohio and overflow of the environmental disaster that is the Detroit sewer system).

I did all my due diligence, environmental study, architectural preliminary plan.

Finally, do use a tank contractor to investigate a home UST but instead an environmental consultant who understands the UST rules and regulations of the particular state.

Your friend being a car lot would need to check the soil to make sure they do not have environmental contamination.
