If the only reason you think you need to form an LLC is for protection, this is a false theory. 

I sympathize with your nightmare tenant situation, but that last paragraph is absurd.

Even the radio advertisement said they had a "small" "local" team -- this is completely false. 

That is absurd.

You are working under the false premise that Sec 8 tenants are not picky.

I feel like she has been through enough as it is and I do not want to string her along with false hopes.

A lot of properties in that area have absurdly low property tax bills ($200 per year, or less) due to rock bottom assessment.
