Some additional information on your usage intentions may help drive the scope and size of what you need. :) For example, I have several (~8 or 9) phone numbers (including my Google Voice phone numbers, VOIP Phone Numbers from Vitelity.net, etc.) all feeding into a small PBX running PBX-In-A-Flash on a Raspberry Pi computer (Around 35 $).

There's an alternative to provide individual hookups for each tenant (actually 2 of them already installed), but water usage will be on me.

As we continue to move our renovations towards the energy goals of Passivhaus / EnerPHit, distributed versus centralized domestic hot water is an area in which we are experimenting to see what works best given the social expectations and hot-water usage patterns of Canadians - and those in the U.S.A. - and how much behaviour can be {relatively} painlessly modified to improve energy efficiency.

Same goes for water mains, most of those old buildings have what we now consider a tiny main, if you have a restaurant or any other high water usage biz going in, they'll NEED a larger main and that can be a lot, like well over 10 grand many times as they have to run a new main to the city line, which means tearing up the road in most cases.

@Gino Barbaro I've briefly looked into RUBS, however it seemed to me that sometimes tenants can get upset as they feel it doesn't accurately account for their utility usage?
