I see it as all pets as emotional support animals.all animals are service animals why else would people have them I understand that people with psychological problems have a special carveout, but be real, you should be building your apartments to withstand the fact that humans have pets.

I would not use a skiptrace unless you have EXHAUSTED your resources.

I installed one above the BBQ, so it lights up the grill when someone approaches.I installed electronic count down timers for the exhaust fans.  30 minutes in the baths, 4 hours in the kitchen.

If your properties cannot withstand at least a 10% reduction in rents and still cash flow they might be over leveraged. 

That's why I added another gable vent to our house... having enough exhaust area is just as important as opening enough inlets below.

It's an exhausting, and years-long effort (or at least it was in my case), and you will STILL be disappointed at the end of the day by the failure to take action on the part of some of those you volunteer on behalf of.
