After you rehab it you should be able to get a loan with a 80% LVT. 

I get that you are adding a floor, but are you adding another kitchen?

Or should I invest regardless of student loans if my hope is to use FHA loan for smaller downpayment and then eventually rent the house out in a few years once I move?

Sorry @Kathy Merkh, but you are not going to get an investment loan at 5% for 20 years.
