I really have no idea what the preference is based on but I think it's just public perception to the uneducated person that city water/sewer is better for some reason.

Questions like this are based on mistaken perception of the typical transaction.

The politicians get what they want, the perception that they are cracking down on the bad guys (and they are) but the spanking looks much worse than crying or pain justifies.

I think that is the perception problem, those actually doing it and those saying they do or are and come off completely unaware of how to do it.

From what I understand, if they can ultimately charge you for unpaid utilities, they will typically tell you about unpaid balances if they exist - if you ask them.It looks like you are very perceptive about picking up on little clues.

That was my point.It was NOT my point to debate the definition of C and D class I can only go by my 15 year experience loaning in Detroit, Indy, Memphis, Atlanta, Birmingham, Jackson, Houston etc etc as to what C and D areas are like in MY perception.
