@Charlie MacPherson The statute cited is identical in many respects to the Maryland RE brokerage statutory framework and sorry, I disagree with your conclusion that wholesaling is illegal per se in any state that uses this and similar language.

The law has been signed, but the framework implementing it isn't in place yet.
