Welcome Brandon - I have properties here in the wyoming valley.I am a native to the area.Scranton has many hoops to jump as an investor - esp. an out of the area investor.One is you'd have to hire a property manager if you do not live in the city of Scranton or within 20 miles of the city.Real estate taxes are high -that plus the current interest rate and ask prices makes cash flow an issue.You can find "deals" but please do your due diligence.Here is an example of a potential deal I am evaluating in the hill section of the city: 20 y/o, 2000 sq ft. 3b/3bath TH - Needs paint, new carpeting, and general wear and tear repairs after a 4 year tenant.

Just want to be careful on which broker/lender you use because some of them have a prepayment requirement and try to stick you with a 3-5 year prepay.There is also a 40 year I/O interest only but its only fixed for the first (10) years.Make sure you know how many months reserves they require before you get to deep into paying for the appraisal and then find out the deal is cancelled in underwriting.

Wouldn't recommend that, loss runs will just run your rates up and you will be paying more and instantly show red flags to your new carrier nope, roof replacement from storm damage rarely, if ever, counts against the HO. what Matthew is talking about is legit. i've had my roof replaced by safeco (very easy to work with) and then switched my policy over to another carrier w/o any issues.
