If you are here you need to have an ID, pay taxes, and many other things - forcing people to live in the shadows makes them susceptible to being exploited or engage in criminal activities just to survive.Other countries have much better systems (also not perfect).In Austria for example you need to get a Meldezettel (certificate of registration) from the municipality where you live.
