Usually they can cure the issue (missing paperwork, moving out a young adult who gets a felony) during an appeal and keep the voucher. 

A few months later she asked if her other adult son can move in for a few months "until he got on his feet".

Those can be great, of course, but they are not typically something a busy adult can access without any experience.If this is coming across as confrontational, that is the furthest thing from my intention. 

We rent by room to Military, College students, and young adults.

I've gotten super lucky that everyone I've had has been great (all adults 30+) but it requires a lot of time asking questions and also dealing with scheduling.

Either way is fine and up to each person, but don't blame the system for your failure to see consequences to your decisions, which adults must do every day.
