Tenants should take responsibility for how clean the inside of the house is .Things dont sound right to me.........The tenant never mentioned the carpet was wet .Lifting up carpet would only show maybe 1/2 inch of "mold" on baseboard .

Insulated plywood in my area is like a SIP with foam insulation between two layers of plywood. 2" would equal R-13 because it is 6.5 R per inch on many types.
