But, what I'd do is serve the 3 day notice to pay or quit with a letter attached acknowledging that you are not able to evict her until the ban is in effect, but the ban does not relieve her of her duty to pay the full rent, and it will all be due when the eviction ban is lifted, so she has the choice of leaving before the ban is lifted without an eviction on her record, or she can wait to be evicted legally in the court, which will result in an eviction on her record - her choice.As to the cost for legal counsel in SF.
