None of the municipalities I have worked in (Dupage County) have required a CO to sell a property.A CO will be likely be required when you pull permits.

I think wholesalers should just leave the price at it is and let the buyer make an offer with the same price the original investor who has it under contract..all deals are negotiable...Then work out a co-wholesale deal!!

Turn the question around to ask them if they would feel guilty asking their boss for a raise if they were being paid less than a co-worker doing the same job.I think part of the problem is they think landlords are rich and make tonnes of money.

The initial inspection is pretty rigorous and can drive up your costs as the HA can cite additional requirements your local municipality does not have, such as a CO detector.
