This will create a paper trail and precedent if the other tenant tries to do something again.Just based on the things you have said your tenant should have called the police long ago and made a report.You need to stay out of this.

This is also your documentation trail of what happened, and usurps any "he said, she said" arguments to the court.

Some tenants don't want any paper trail because of where their income comes from or some are "on the fringe" and are skeptical of government/banks in general.

Also, if you dont have a paper (or video) trail of what the condition was of the unit upon move in you are SOL 

This is really a question regarding the basement water trail (no standing water). 

I'd guess they ultimately fall on their sword, the paper trail is bad for them.

They have to answer a set of basic questions and if they can't accomplish that then the trail usually ends there without a showing.Are you charging an application fee?
