If not, I would have an amendment to the contract stipulating that the contractor that provided the estimate perform the work to industry standards; and make that contract part of your purchase agreement.

Engineers and sometimes surveyors can do LOMA or letter of map amendments or flood studies to prove that your house is out of a flood zone or above a base flood.Ask the questions and do the research, find the knowledgeable insurance agent that has experience with flood insurance, or the realtor that has some experience in boundary law and values property they are helping you purchase.

Take it to your current relationship and see if they will adjust the rate (with an amendment).  

Get it under contract first, you can amend it if you need to later.

Once you get the final payoff you can amend the contract from there if other liens came back the homeowner forgot to mention.
