And sleep at night.You could try hiring an architect or facilitator who MIGHT find another way around, however, be warned--try to make an illegal space any type of rental, Air BNB or whatever, and you'll step right in it.

I went down to City Planning Department to confirm this and my architect as done it. 

Went through all the process from locating the land to permits, construction , marketing, sales recruiting local professionals as architects, lawyers, brokers accounts etc.

I never have access to the whole thing at once       ( my idea ) we have weekly updates and i give him receipts and pictures along with video if he requests it of the progress .. most of the funds he can pay for the services himself ..like the architect if needed and most of the supplies ..the GC.. any subs or other contractors I hire ...
