Why does the cord have to run across a sidewalk (possible legal/safety issue right there?

If there aren't sidewalks already in place, that might affect the price developers are willing to pay.  

Something that may seem minor, until the city/town starts fining your property for not removing the snow off a sidewalk or heaven forbid, the tenant of the property slips and falls and then sues the property owner.

My neighbor can see it from the sidewalk so it’s not something that I need to enter the premises for.
