I do think tho that 5G and other wireless technologies are rendering this discussion obsolete.

The appraiser is saying that home is functionally obsolete and basically giving it no value.  

-How is that local government to work with for getting permits, keeping the within regulation, and what local codes will you need to abide by-Are there a lot of distressed or functionally obsolete homes in the area that you can conducted a flip-How is the supply and demand of remodeled homes / new builds in the market-Are material and/or labor costs in that market reasonable-Is the area experiencing growth.

Here the will is obsolete because the estate waited too long, so probate will be more complicated and expensive because the Court will treat this as a "intestate" estate and all potential heirs must be notified because they all have a claim.
